Adds enhanced care management as a covered Medi-Cal benefit, commencing July 1, 2021, to coordinate primary, acute, behavioral, oral, and long-term services and supports for beneficiaries.

Requires the Department of Health Care Services to adopt regulations for enhanced care management by July 1, 2023, and provide semiannual status reports to the Legislature starting January 1, 2022.

Mandates each Medi-Cal managed care plan to disclose availability of in-lieu-of services on its website and beneficiary handbook, and report data on utilization to the department.

Requires implementation only to the extent federal financial participation is available and not jeopardized, and all necessary federal approvals are obtained.

Makes conforming changes to capitation rate methodology for managed care contracts that include in-lieu-of services.
