Replaces the terms "dependent adult" and "dependent person" with "adult with a disability" and "person with a disability" throughout California Penal Code and Welfare and Institutions Code to better reflect that many people with disabilities live independently.

Changes Chapter 13 of the Penal Code heading from "Crimes Against Elders and Dependent Adults" to "Crimes Against Elders and Persons with Disabilities" and updates related section headings accordingly.

Amends Penal Code Section 288 to apply heightened penalties for lewd and lascivious acts committed by caretakers against persons with disabilities, using the new terminology.

Updates Welfare and Institutions Code Section 15610.23 to define "adult with a disability" as a person between 18-64 years with physical or mental limitations, regardless of whether they live independently, and establishes "dependent adult" as equivalent to this definition.

Modifies mandatory reporting requirements in Welfare and Institutions Code Section 15630 to use "adult with a disability" terminology while maintaining the same reporting obligations for suspected abuse, neglect, abandonment, isolation, and financial abuse.
