Extends the deadline for evaluating early medical treatment impact in workers' compensation claims from January 1, 2019 to January 1, 2021, covering claims filed through December 31, 2020.

Requires the administrative director to contract with an independent research organization to assess how providing medical treatment within the first 30 days of a claim affects workers' compensation outcomes.

Moves the report submission deadline to legislative committees from January 1, 2020 to January 1, 2022.

Makes minor technical corrections to existing Labor Code Section 4610 regarding utilization review processes and physician communication requirements.
