Enacts the First Validating Act of 2020 to validate the organization, boundaries, acts, proceedings, and bonds of state and local public bodies including cities, counties, districts, agencies, and entities.

Declares all previously organized public bodies to be legally organized and functioning with full rights, powers, privileges, duties, and obligations under law.

Confirms and validates boundaries of all public bodies as previously established, defined, recorded, or shown on assessor maps and plats.

Validates all prior acts and proceedings related to annexation, detachment, consolidation, merger, dissolution, and bond issuance by any public body under any law or color of law.

Limits challenges to validated acts to those commenced within six months of the bill's effective date; establishes that actions not brought within this period shall be considered valid and incontestable.
