Enacts the Second Validating Act of 2020 to validate the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and specified districts and agencies.

Declares that all public bodies heretofore organized under any law are legally organized and functioning with all rights, powers, and duties of regularly formed public bodies.

Confirms and validates the boundaries of every public body as previously established, defined, recorded, or shown on maps or plats used by the assessor.

Validates all prior acts, proceedings, bonds, annexations, detachments, consolidations, and mergers of public bodies, with exceptions for matters under legal contest or previously determined illegal.

Establishes a six-month statute of limitations from the effective date to challenge the validity of public body formations, boundary changes, or bond issuances, after which all such matters become valid and incontestable.
