Enacts the Third Validating Act of 2020 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including state, counties, cities, and specified districts and agencies.

Confirms all public bodies heretofore organized under any law are legally organized and functioning with full rights, powers, privileges, duties, and obligations.

Validates all previously established boundaries of public bodies as shown on maps or records, and confirms all prior acts related to annexation, detachment, consolidation, merger, or dissolution of public bodies.

Validates all bonds previously issued or authorized by public bodies for any public purpose and declares them legal, valid, and binding obligations.

Establishes a six-month deadline from the effective date (September 24, 2020) for commencing legal actions contesting the validity of public body formations, boundary changes, or bond issuances; matters not challenged within this period become conclusively valid.
