Requires legislative bodies with internet websites to email copies of or provide website links to meeting agendas and agenda packets upon request, instead of only mailing them.

Allows alternative delivery method when a local agency determines it is technologically infeasible to send all documents electronically: the legislative body must email the agenda or link while mailing other agenda packet documents.

Maintains existing provisions allowing requests for alternative formats for persons with disabilities and establishes that failure to receive agenda materials does not invalidate legislative actions.

Declares the amendment furthers California Constitutional requirements for public access to local government meetings and writings.

Specifies no state reimbursement is required because costs result from a legislative mandate within the scope of constitutional public access provisions.
