Establishes a two-round application process with December 31 and April 30 deadlines, requiring the agency to make awards by January 31 and May 31 respectively; any unclaimed funds revert to the General Fund.

Requires administrative entities to submit annual reports by January 1 detailing contract expenditures, number of homeless individuals served, progress toward homelessness goals, and specifically the number of veterans and homeless youth served.
