Requires the Director of Health Care Services to conduct contract procurements at least once every 5 years for commercial Medi-Cal managed care plans operating statewide or in limited geographic areas.

Allows contract extensions for one year if the director provides notice to the Legislature and posts notice on the department's website at least one year in advance.

Mandates the department establish a stakeholder process including counties, beneficiaries, providers, consumer advocates, and public health experts during contract procurement planning and development.

Sets evaluation criteria for contracting with commercial Medi-Cal managed care plans, including compliance with time and distance requirements, network adequacy, quality performance benchmarks at the 50th percentile or higher, complaint resolution, and language assistance services.

Requires Medi-Cal managed care plans to collaborate with stakeholders including counties, beneficiaries, providers, and public health experts to identify and achieve health priorities and reduce health disparities in their service areas.
