Authorizes state agencies to temporarily remove public documents from digital access if a justifiable impediment exists that prevents compliance with accessibility standards, verified by the Director of Technology.

Requires agencies removing documents to cite the reason for removal, list document details in ADA-compliant format, provide offline access instructions, and specify when documents will be restored to accessible digital format.

Applies removal requirements to any file or document removed after October 14, 2017.

Requires state agencies to post biennial certifications (before July 1, starting in 2019) confirming their internet websites comply with Web Content Accessibility Guidelines 2.0 Level AA standards and federal accessibility requirements.

Makes legislative findings to satisfy constitutional requirements for limiting public access to government documents and writings.
