Deletes obsolete provisions in Penal Code Section 28230 relating to the Department of Justice's authority to impose fees for nonelectronic transfers of firearm purchaser information.

Amends Section 30370 regarding ammunition purchases to specify that the DROS fee cap applies as the fee existed on December 31, 2019.

Creates new Section 30470 establishing electronic approval requirements for firearm precursor part purchases beginning July 1, 2025, mirroring the ammunition approval process.

Authorizes the Department of Justice to charge fees not exceeding one dollar per transaction for firearm precursor part purchases, with increases capped at the California Consumer Price Index rate.

Creates the Firearm Precursor Parts Enforcement Special Fund to receive and continuously appropriate fees for implementing and enforcing the firearm precursor part authorization program.
