Extends paid family leave benefits until December 31, 2020 to workers caring for children or family members (including those with disabilities) whose school or place of care has closed or whose care provider is unavailable due to COVID-19.

Provides eligible workers with daily benefits equal to one-seventh of their weekly benefit amount for each day unable to work due to caregiving responsibilities related to COVID-19 closures.

Limits eligibility to employees of businesses with fewer than 50 employees or more than 500 employees, excluding mid-sized employers.

Requires workers to file a signed statement confirming no other suitable caregiver is available and identifying the child or family member being cared for and the closed facility or unavailable provider.

Mandates any additional program costs be paid from the General Fund rather than the Disability Fund, subject to legislative appropriation.
