Requires initiative petitions that would constitute CEQA projects to be submitted to voters for approval rather than adopted directly by legislative bodies.

Expands the undertaking requirement in civil actions challenging affordable housing development projects to include emergency shelters, supportive housing, and transitional housing serving low-income populations.
