Authorizes courts to permit persons convicted of infractions to perform community service in lieu of total fines upon showing the fine would cause hardship on the defendant or their family.

Establishes that community service hourly rate equals double the minimum wage for employers with 25 or fewer employees, with courts able to increase the rate by local rule.

Permits persons to perform community service in the county where the infraction occurred, their county of residence, or any county where they have substantial ties such as employment, family, or education.

Allows courts to permit persons to participate in educational programs to satisfy community service hours, at the court's discretion.
