Expands priority enrollment eligibility at California State University, community colleges, and University of California to foster youth whose dependency was established or continued by court on or after age 13 (previously age 16).

Authorizes the Cooperating Agencies Foster Youth Educational Support Program to provide direct financial support and all listed services to enrolled students before courses commence if they have completed matriculation and the services are necessary for academic success.

Lowers participant age requirement for the Cooperating Agencies Foster Youth Educational Support Program from dependency established after age 16 to after age 13, with maximum age of 25 at commencement of academic year.

Requires the Board of Governors to adopt regulations ensuring community college district application and enrollment processes are streamlined without barriers to entry, and allowing programs to waive income criteria while prioritizing income-eligible students.

Establishes that if the Commission on State Mandates determines the bill contains state-mandated costs, reimbursement to local agencies shall be made pursuant to Government Code Part 7.
