On and after January 1, 2020, imposes a monthly surcharge of up to $0.80 per access line (wireline, wireless, or VoIP service) to fund 911 emergency services, replacing the previous percentage-based surcharge system.

Imposes a surcharge on prepaid mobile telephony service purchases at the time of retail transactions, collected by sellers at the monthly access line rate.

Requires the Office of Emergency Services to annually determine the surcharge amount by dividing estimated 911 costs by the projected number of access lines, capped at $0.80 per line per month.

Expands the definition of "basic system" to include Next Generation 911 technology and subsequent technologies needed to deliver 911 voice and data information and send alerts and warnings to potential callers.

Declares the act an urgency statute effective immediately as of July 1, 2019.
