Requires that every registered voter in Los Angeles County receive a vote by mail ballot when the county conducts an election as a vote center election, changing prior law that only required permanent vote by mail voters to receive ballots.

Maintains existing vote center election requirements including minimum numbers of ballot dropoff locations, vote centers based on voter population, hours of operation, and service area analysis.

Authorizes Los Angeles County to conduct special elections as all-mailed ballot elections and requires the county to transition to all-mailed ballot elections within four years of conducting its first vote center election.

Declares the bill an urgency statute that takes effect immediately to ensure procedures are effective for the November 3, 2020 general election.
