Adds a new permissible reason for disqualifying candidates from board nominations if the person has served the maximum number of terms or sequential terms allowed by the association.

Requires additional persons appointed by election inspectors to verify signatures and count votes to meet the same independence criteria as the inspectors themselves, rather than just being independent third parties.
