SB 97 Summary

• Defers principal apportionment warrants scheduled for June to July, commencing with fiscal year 2019-20, requiring the Controller to pay by July 15, 2020.

• Appropriates $406,664,000 from the General Fund to the State School Fund for the 2019-20 fiscal year for allocation to school districts and charter schools under the local control funding formula.

• Defers $330,128,000 in community college apportionments from May and June of 2019-20 to July of 2020-21, with a corresponding appropriation to the Board of Governors for that amount in 2020-21.

• Amends the Budget Act of 2019 to increase the appropriation for local assistance to the Board of Governors of the California Community Colleges from $4,271,222,000 to $4,445,777,000.

• Extends the encumbrance period for certain Department of Education appropriations from 2017-18 fiscal year until July 31, 2020, for adult education and special education programs.
