Amends Section 30253 of the Public Resources Code to add greenhouse gas emissions minimization as a requirement for new coastal development.

Requires new development in the coastal zone to minimize greenhouse gas emissions alongside existing requirements to minimize energy consumption and vehicle miles traveled.

Applies to all new development subject to the California Coastal Act of 1976 within the defined coastal zone.

Makes no appropriation and requires a fiscal committee review.
