Modifies the definitions of "Sierra Nevada Region" and its six "subregions" in the Public Resources Code, including specific county compositions and geographic boundaries.

Requires the Sierra Nevada Conservancy to include recommendations in its 2021 annual report to the Legislature regarding legislation to change the conservancy's name, board structure, and regional/subregional organization to align with recent expansion into Shasta, Siskiyou, and Trinity counties.

Maintains the existing requirement for the conservancy to submit annual reports to the Legislature and Secretary of the Natural Resources Agency regarding expenditures, land management costs, and administrative costs.

The new reporting requirement regarding structural and organizational recommendations expires on January 1, 2026, at which point the conservancy reverts to standard annual reporting only.
