Requires cities and counties to review and update their safety elements upon the next revision of the housing element on or after January 1, 2020, to identify residential developments in hazard areas lacking at least two emergency evacuation routes.

Applies to all hazard areas identified in the safety element, including areas subject to fire, flooding, seismic, and other geologic hazards.

Establishes this as a state-mandated local program but exempts it from state reimbursement requirements under Article XIII B of the California Constitution, as local agencies have authority to levy fees to cover costs.

Continues existing requirements for planning agencies to review and revise safety elements upon each housing element revision or local hazard mitigation plan update, but not less than once every eight years.
