Prohibits the rent control exemption for mobilehome park rental agreements exceeding 12 months from applying to agreements entered into on or after February 13, 2020.

Creates a transitional period where rental agreements entered into between February 13, 2020 and December 31, 2020 remain subject to the exemption, while agreements from January 1, 2021 onward are not exempt.

Repeals these provisions effective January 1, 2025, at which point the exemption expires completely.

Declares the provisions are severable so that if any part is found invalid, the remainder of the law remains in effect.

Findings cite approximately 560,000 mobilehomes in California and note that COVID-19 economic hardships disproportionately impact mobilehome residents, typically older than the general population, creating risk of increased homelessness.
