Authorizes the Citizens Redistricting Commission to extend deadlines for final map approval and public display of preliminary maps in 2021 only if the U.S. Census Bureau fails to provide necessary population data within one year after the decennial census date.

Caps any extension of the final map approval deadline at December 15, 2021, preventing indefinite delays.

Makes minor technical corrections to Article XXI Section 2 of the California Constitution, including updating references to the federal Voting Rights Act citation and changing gendered language to neutral terms.

Requires two-thirds approval from both houses of the Legislature to propose this constitutional amendment to California voters.
