Extends an invitation from California to establish sister state relationships with five Ethiopian regional states: Amhara, Oromia, Somali, the Southern Nations, Nationalities, and Peoples' Region, and Tigray.

Aims to promote mutual educational, economic, environmental, scientific, and cultural exchanges between California and these Ethiopian regional states.

Notes that California hosts one of the largest Ethiopian diaspora communities in the United States, positioning it to bridge economic, political, and cultural relations between the regions.

Recognizes Ethiopia as one of Africa's fastest-growing economies and Addis Ababa as the diplomatic and cultural capital of Africa, hosting the African Union and United Nations Economic Commission for Africa.

Directs the Secretary of the Senate to transmit copies of the resolution to the presidents of the five Ethiopian regional states and to all California members of Congress.
