Declares that racism is a public health crisis in California and recognizes systemic racism as a threat to public health affecting Black, Indigenous, and people of color (BIPOC) communities.

Documents how racist policies and practices contribute to health disparities including higher maternal mortality rates for Black women, increased asthma prevalence, environmental pollution exposure, and limited healthcare access in BIPOC communities.

Notes that chronic stress from racism triggers physiological health problems including high blood pressure, heart disease, and immunodeficiency, and that the COVID-19 pandemic has exacerbated existing racial health disparities.

Encourages California residents to raise awareness about systemic racism and its health impacts while urging the Legislature and Governor to adopt antiracist, equity-driven policies and allocate adequate resources to address the crisis.

Directs the Secretary of the Senate to distribute copies of the resolution to the author for appropriate distribution.
