Urges United States Congress to include and approve approximately $385,000,000 in the 2021 budget for the Army Corps of Engineers Civil Works program to repair and improve Whittier Narrows Dam.

Whittier Narrows Dam, located 11 miles east of downtown Los Angeles, protects over 2,000,000 residents of southeastern Los Angeles County from flooding.

The Army Corps of Engineers designated Whittier Narrows Dam as "Dam Safety Action Classification 1" in 2016, the highest urgency classification, due to identified risks including premature spill gate opening, backward erosion of foundation pipes, and overtopping.

The 2012 Dam Safety Modification Study found that downstream communities including Pico Rivera and Montebello lack adequate emergency preparedness plans.

Directs the Secretary of the Senate to transmit copies of this resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California members of Congress.
