Acknowledges the 47th anniversary of Roe v. Wade (January 22, 2020) and affirms that women have a fundamental right to control their own reproductive decisions and access to abortion.

States that before Roe v. Wade, illegal abortion accounted for approximately 17 percent of pregnancy-related deaths, and notes that unsafe illegal abortion continues to cause 13 percent of global maternal deaths annually in countries where abortion is banned.

Expresses concern that Roe v. Wade is in serious jeopardy due to federal regulations, executive orders, and judicial appointments, as well as state legislation creating barriers to abortion access.

Notes that abortion providers face ongoing threats including bomb threats, arson, vandalism, doubled death threats, and tripled clinic obstruction incidents from 2016 to 2017.

Urges the President and Congress to support women's fundamental right to reproductive decisions and access to comprehensive reproductive health care, and directs the Senate Secretary to transmit the resolution to federal officials and California's congressional delegation.
