Amends Rule 12 of the Senate Standing Rules to establish the standing committees and their jurisdictional assignments for the 2019-20 Regular Session.

Specifies 22 standing committees with defined membership sizes ranging from 5 to 18 members, including Agriculture, Appropriations, Budget and Fiscal Review, Education, Health, Housing, Judiciary, Public Safety, and Transportation.

Delineates subject matter jurisdiction for each committee, such as Budget and Fiscal Review handling the Budget Bill and bills directly affecting the State Budget, and Judiciary handling bills relating to courts, judges, and civil law amendments.

Provides that committee assignments in the rule serve as a guide to the Committee on Rules but are not binding upon that committee.

Clarifies that standing committees established in any regular session shall continue as standing committees for concurrent special or extraordinary sessions unless otherwise ordered by the Senate.
