Adds Rule 56 to the Standing Rules of the Senate for the 2019-20 Regular Session, allowing remote participation during emergencies.

Defines "emergency" as a state of emergency or local emergency under Government Code Section 8558, or an imminent threat thereof.

Authorizes the President pro Tempore to assign committee members, establish special committees, and permit members to participate remotely by telephone, teleconference, or electronic means during emergencies.

Establishes that remotely participating senators count as present for quorum purposes and can vote on bills, constitutional amendments, and resolutions with proper written vote certification.

Requires senators participating remotely to do so from their district office when practicable and allows the public to participate remotely in committee meetings when available.
