Prohibits manufacturing and offering for sale endpoint devices in California starting January 1, 2023 that leach more than one microgram of lead, as measured by NSF International Standard 61 (2020) and certified by an ANSI-accredited third party

Prohibits introducing into commerce or offering for sale such non-compliant endpoint devices starting July 1, 2023

Requires consumer-facing product packaging or labeling to display "NSF/ANSI/CAN 61: Q ≤ 1" for endpoint devices that meet lead-free standards and the one microgram lead leaching requirement

Defines "endpoint device" to include faucets, drinking fountains, water coolers, refrigerator ice makers, and similar fixtures installed in the final liter of a building's water distribution system

Excludes devices exempted under NSF International Standard 61 or subject to different lead leaching standards from the requirements
