Requires mitigation measures in environmental impact reports or mitigated negative declarations for projects affecting air quality in disadvantaged communities to include measures for avoiding, minimizing, or otherwise mitigating adverse effects.

Mandates mitigation measures include either on-site measures that reduce air quality impacts to less than significant levels or measures conducted within the affected disadvantaged community that directly mitigate those effects.

Requires all public agencies implementing the California Environmental Quality Act (CEQA) to consider environmental justice principles by ensuring fair treatment and meaningful involvement of people of all races, cultures, incomes, and national origins.

References disadvantaged communities as identified under Section 39711 of the Health and Safety Code.

Specifies no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to pay for mandated programs.
