Exempts income or stipends paid by the U.S. Census Bureau, governmental entities, or nonprofit organizations for temporary work related to the decennial census from consideration as CalWORKs income for eligibility and aid amount determinations.

Removes previous conditions requiring the census work to be related to "participation improvement" and limiting the exemption to specific years surrounding the census.

Makes the exemption retroactive and applicable to income earned for the most recent decennial census (2020 Census).

Authorizes the State Department of Social Services to implement the provisions through all-county letters or similar instructions until formal regulations are adopted.

Declares the bill an urgency statute taking effect immediately upon Governor's approval on July 16, 2021.
