Requires the State Department of Social Services to convene a workgroup to examine negative effects of high turnover among foster family agency social workers on foster children and youth.

Workgroup membership must include foster youth or former foster youth, foster care caregiver organizations, child advocacy organizations, and foster family agency social workers.

Department must submit specific recommendations to the Legislature by December 31, 2022, on measures to reduce foster family agency social worker turnover and improve permanency outcomes.

Recommendations submitted are not binding on any state or local government agency.

Reporting requirement expires December 31, 2026.
