Establishes the Forced or Involuntary Sterilization Compensation Program administered by the California Victim Compensation Board to provide compensation to survivors of state-sponsored eugenics sterilizations (1909-1979) and coercive sterilizations in prisons after 1979.

Requires the board to conduct outreach, identify qualified recipients, verify applications using historical records and databases, and make initial and final compensation payments to all eligible claimants without discretion to deny.

Qualifies eugenics survivors sterilized at specified state hospitals and developmental centers, and imprisoned individuals sterilized without proper informed consent, medical necessity, or in violation of sterilization prohibitions.

Exempts compensation payments from state taxes, means-tested benefit calculations, enforcement of judgments, and child support collection; allows payments to be assigned to trusts or designated beneficiaries.

Requires $7,500,000 minimum appropriation before program becomes operative; mandates board confidentiality of claimant records with annual aggregate reporting to Legislature.
