Increases the maximum value of cannabis goods that licensed retailers' delivery employees can carry in a vehicle from $3,000-$5,000 to $10,000, effective on or before January 1, 2023.

Requires licensed retailers to provide delivery employees with hardware and supplies including GPS monitoring devices, secured cases, case locking mechanisms, and dashboard cameras if required by local ordinance.

Mandates that retailers either provide vehicles meeting specified safety and maintenance standards (less than 10 model years old, good working condition, no recalls) or reimburse employees for legally required costs associated with using their own vehicles.

Requires retailers to provide healthcare benefits access to full-time delivery employees through Covered California subsidies, group health insurance, or other methods.

Requires retailers using employee-owned vehicles for delivery to maintain hired and nonowned automobile insurance with a minimum $1,000,000 per incident coverage for third-party liability.
