Requires each local government (cities, counties, special districts) to complete an inventory of public restrooms available to the general population by July 1, 2022.

Inventory must include a map of restroom locations, a list with hours of operation, maintenance practices, and use fees, plus short-term and long-term strategies for ensuring access during emergencies and ongoing.

Local governments must share the inventory with homeless service providers and make restroom location data available to the public on their internet website in user-friendly formats (paper, PDF, binder).

State Department of Public Health must compile local government reports and submit findings to the Legislature by March 1, 2023.

Bill automatically repeals on January 1, 2024, and applies to all cities including charter cities as a statewide concern rather than a municipal affair.
