Extends indefinitely provisions allowing school district principals to recommend up to 5% of pupils per grade level for community college summer sessions, with exemptions for certain college-prep and career technical courses that were previously set to expire January 1, 2027.

Authorizes county offices of education to enter into College and Career Access Pathways (CCAP) partnerships with community college districts, expanding partnership eligibility beyond school districts.

Expands the definition of "high school" in CCAP partnerships to include community schools, continuation high schools, juvenile court schools, and adult education programs offering high school diplomas or equivalency certificates.

Removes the statewide cap limiting special admits full-time equivalent students to 10% of total full-time equivalent students claimed statewide.

Changes requirements for pretransfer-level courses in CCAP partnerships to be offered only to high school pupils not meeting grade level standards in mathematics or English on grade 10 or 11 interim assessments as an intervention in junior or senior year.
