Requires local agency formation commissions for Imperial and Riverside counties to conduct a joint study of options for continued publicly owned electrical service to Imperial Irrigation District customers before and after the 1934 99-year lease for power rights expires.

Mandates the study examine alternative governance structures that extend voting rights to registered voters in the electrical service area to ensure proportional representation on a governing board with primary jurisdiction over electrical service matters.

Specifies that findings must isolate water rights and management as the sole responsibility of the current Imperial Irrigation District board and shall not affect water service area boundaries.

Requires the joint study to be published on the commissions' internet websites no later than July 1, 2022.

Takes effect immediately as an urgency statute due to the state's energy conditions and the need for the Imperial Irrigation District to address issues affecting its service area customers.
