Requires the Department of Transportation and local agencies with jurisdiction over streets and highways to use advanced technologies and material recycling techniques that reduce maintenance costs and greenhouse gas emissions when feasible and cost effective.

Mandates local agencies to apply standard specifications allowing recycled materials in streets and highways beginning January 1, 2023, to the extent feasible and cost effective.

Establishes recycled material allowance levels at or above the Department of Transportation's October 22, 2018 standard specifications for recycled base/subbase materials, reclaimed asphalt pavement, and reclaimed aggregate in concrete through January 1, 2026.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies shall be made pursuant to Government Code Part 7.
