Department of Transportation must develop an implementation plan by January 1, 2024, for using digital construction management technologies on transportation infrastructure projects, including timelines for guidance, policies, and procedures.

Establish milestone goals requiring the department to begin using digital construction management technologies during predevelopment by July 1, 2026, through final design by January 1, 2028, and through construction by July 1, 2029.

Department must submit a report to the Legislature by December 1, 2029, detailing implementation status, project details, quantifiable benefits, and any challenges or barriers encountered.

Digital construction management technologies are defined as cloud-based mobile platforms for data collection, document management, coordination among stakeholders, inspection, and commissioning on construction sites.

These provisions automatically repeal on January 1, 2032.
