Requires each community college district to offer ethnic studies courses at all campuses beginning with the 2022–23 academic year, with units earned eligible for transfer to California State University.

Mandates community college districts require completion of at least one ethnic studies course (minimum 3 units) for associate degree completion beginning with the 2024–25 academic year, without increasing total degree unit requirements.

Directs the California Community Colleges Chancellor to develop regulations and streamline course approval processes, including expedited state approval and a process allowing ethnic studies courses to be portable among community college districts within one academic semester.

Requires the Legislative Analyst's Office to study how many ethnic studies courses California State University accepts from community colleges to satisfy ethnic studies graduation requirements, with a report due to the Legislature by April 30, 2023.

Designates this as a state-mandated local program subject to reimbursement procedures under existing law if the Commission on State Mandates determines costs are imposed.
