Requires electronic applications for original or renewal driver's licenses and identification cards to include a solicitation for enrollment in the National Marrow Donor Program's bone marrow and blood stem cell donor registry.

Applicants who elect to enroll consent to having their information (name, address, date of birth, phone number, email) transmitted weekly to the National Marrow Donor Program for registry completion purposes.

Establishes that enrollment does not constitute a legal document under the Uniform Anatomical Gift Act and does not obligate registrants to donate if matched with a recipient.

Requires the Department of Motor Vehicles to enter into a memorandum of understanding with the National Marrow Donor Program regarding enrollment language and follow-up communications.

Mandates the Department of Motor Vehicles and California Health and Human Services Agency to post the enrollment form on their websites.
