Expands the definition of "foster youth" for school funding purposes to include dependent children of tribal courts (without requiring them to meet state law standards) and children subject to voluntary placement agreements.

Extends educational rights and protections to tribal dependent children and voluntarily placed children, including access to academic resources, least restrictive educational environments, school of origin enrollment, credit transfers, and grade protections.

Prohibits local educational agencies from requiring tribal court representatives to certify a pupil's dependent status; authorizes tribes to directly notify schools about a student's tribal court dependent status.

Exempts the State Department of Social Services from collecting or sharing information about tribal dependent children, while maintaining weekly data sharing requirements for other foster youth categories.

Establishes this act as a state-mandated local program with provisions for state reimbursement of costs incurred by local agencies and school districts.
