Expands the definition of "firearm" under gun violence restraining order and domestic violence restraining order provisions to include frames, receivers, and firearm precursor parts, effective July 1, 2022.

Amends Penal Code Section 16520 to include frames or receivers of weapons in the definition of "firearm" for specified criminal code sections related to firearms offenses and regulations.

Adds firearm precursor parts to the definition of "firearm" in Penal Code Sections 18100 to 18205 (inclusive) for crimes related to precursor parts.

Establishes that no state reimbursement is required for local agencies or school districts because the costs result from changes to crime definitions and penalties under existing reimbursement exemption law.
