Requires the Department of Resources Recycling and Recovery to conduct a study by July 1, 2023 on whether the $100 per day fee provides sufficient inducement for beverage dealers to comply with convenience zone redemption standards.

Study must report on compliance numbers, including how many dealers comply with redemption standards, how many pay the fee instead, and enforcement actions taken against non-compliant dealers.

Directs the department to recommend whether basing the fee on dealers' beverage container sales volume would better encourage compliance with redemption requirements.

Requires submission of the study report to the Legislature in compliance with Government Code Section 9795.

The section becomes inoperative July 1, 2027 and is repealed January 1, 2028.
