Establishes a state goal that 60% of new zero-emission passenger vehicles sold for noncommercial private use be purchased by or on behalf of persons from underrepresented communities.

Requires the State Air Resources Board to design all strategies implementing zero-emission vehicle sales goals to simultaneously achieve the equity goal, taking precedence over other zero-emission vehicle deployment goals.

Defines "underrepresented community" by reference to Section 301.4 of the Corporations Code.

Mandates the State Air Resources Board post an annual zero-emission vehicle equity report on its website tracking progress toward the 60% equity goal.
