Authorizes specified distilled spirits licensees (manufacturers, importers, rectifiers, and brandy producers) to give up to 12 retail advertising umbrellas per on-sale retail location annually without charge, each valued at no more than $150 per unit.

Prohibits gifts from being conditioned on purchase of any product and requires umbrellas to bear conspicuous distilled spirits advertising and be delivered directly to the licensed premises.

Requires authorized licensees to file delivery records with the Department of Alcoholic Beverage Control within 30 days and maintain records for 3 years; on-sale retailers must maintain records of all umbrellas received for 3 years.

Establishes violations as misdemeanors punishable under existing law and provides that no state reimbursement is required for local agency costs related to the new crime provisions.

Sunsets and repeals this section on January 1, 2025.
