Relocates the California Small Business Technical Assistance Program from the Governor's Office of Business and Economic Development to the California Office of the Small Business Advocate, under the Small Business Advocate's direct authority.

Expands the program's funding priority to include disadvantaged business enterprises alongside existing underserved groups (women, minority, veteran-owned businesses, and businesses in low-wealth, rural, and disaster-impacted communities).

Authorizes state funds to support expanded technical assistance costs including marketing, travel, technology, and administrative expenses (capped at 5 percent of grants), as well as consulting and training services to help small businesses with startup, capital access, government procurement, technology, regulatory compliance, and emergency response.

Establishes the California Dream Fund Program to provide microgrants up to $10,000 to underserved entrepreneurs and startup participants, with protections preventing unnecessary collection of eligibility information.

Requires the Department of General Services' small business advocate to assist state agencies in improving small business and disabled veteran business enterprise procurement participation through outreach and technical assistance for business certification.
