Extends exemption from photovoltaic system installation requirements for residential buildings damaged or destroyed in disasters until January 1, 2024, and expands it to include disasters declared during the 2020 calendar year.

Exemption applies only when the building owner's income is at or below the county median, the new construction does not exceed the original square footage, the construction is on the original site, and the owner lacked code upgrade insurance at the time of damage.

Requires the State Energy Resources Conservation and Development Commission to collect data from local permitting agencies on the use and application of the exemption.

Commission must submit reports on the exemption's use and application to the Legislature by March 1, 2023, and March 1, 2024.

Exemption and reporting requirements terminate January 1, 2025; no state reimbursement required as local agencies have authority to levy fees to cover mandated costs.
